Phoenix Media Launches "Public Safety Awareness" - A Ground Breaking First for Romania's Public Safety

Phoenix Media continues to innovate the digital out-of-home industry and launches a unique project in Romania, realized in partnership with the Ministry of Internal Affairs (MAI) and the General Inspectorate for Emergency Situations (IGSU). Through this initiative, the Phoenix Media digital billboard network becomes an official public information channel, utilized in emergency situations or risk scenarios for the population.

The novelty of the project lies in the fact that MAI and IGSU benefit from direct, unconditional access, 24/7, to the Phoenix Media digital infrastructure. Thus, authorities can instantaneously transmit alerts or recommendations to citizens during critical moments that can affect daily life.

Already, several cases of missing minors have been promoted on street digital screens, both locally and nationally. The results are encouraging: all cases publicized through the digital outdoor platform were successfully resolved, confirming the effectiveness of this new public communication channel.

From a Local Initiative to a National Platform

The project is based on an experience started 13 years ago, when Phoenix Media entered a partnership with the Bucharest General City Hall, the Institute of Earth Physics, the Capital Police, and ISU Bucharest to transmit emergency alerts. ISU Bucharest constantly used this direct communication opportunity with citizens through a simple system developed by Phoenix Media's IT specialists.

Through coded messages sent via mobile phone, ISU Bucharest representatives could quickly publish warnings on digital panels, depending on the risks generated by weather conditions for the Capital's citizens.

In 2025, Phoenix Media decided to take this concept nationwide, adding new types of alerts, including missing persons or various other public order situations. In August, the partnership with MAI was signed, followed shortly by the one with IGSU. Over nine months, teams from Phoenix Media, MAI, and IGSU identified the most frequent risk situations, established preventive recommendations, configured dedicated templates, and developed applications specifically designed for the specifics of the two state institutions.

The Moment That Redefined the Project

On the evening of October 9, 2025, an escape from Craiova prison mobilized over 600 police officers. Although the dedicated MAI application was not finalized, the situation highlighted a clear reality: crises do not only appear during working hours.

This moment led to a major conceptual change: Phoenix Media decided to grant authorities direct access to the digital billboard management platform. Thus, MAI and IGSU can publish alerts instantaneously, without mediation, and emergency messages automatically interrupt the advertising flow and enter broadcasting immediately. This approach fundamentally changes the relationship between the public sector and the DOOH industry, transforming commercial infrastructure into a real-time public communication tool.

Real Impact: The first Case of a Missing Child

On November 19, 2025, a 15-year-old teenager disappeared from Sector 2 of the Capital. This was the first case where the photograph and information of a missing minor were broadcast on Phoenix Media screens.

Rapid mobilization and public exposure contributed to finding the child, and the success of this case led to the expansion of platform access to county police inspectorates in areas where Phoenix Media has digital screens. Thus, local disappearance cases can be publicized immediately, without the need to declare a national search.

Weather Alerts and Preventive Recommendations in Real Time

In parallel, Phoenix Media developed a dedicated interface for severe weather alerts together with IGSU. In Orange or Red code situations, authorities can transmit real-time warnings and recommendations for the population.

Violent storms, floods, or extreme weather phenomena can thus be communicated quickly, directly in the public space, on digital screens located in high-traffic areas. The system extends a mechanism previously used only in Bucharest to a national level, thereby contributing to increased citizen safety.

Phoenix Media Public Safety Awareness – Alert in Less Than One Minute

On April 22, 2026, Phoenix Media, MAI, and IGSU officially present the "Phoenix Media Public Safety Awareness" system – a rapid alerting platform for emergency situations and public order crises.

The transmission time for an alert is under one minute from its issuance by authorities, making it one of the fastest direct communication channels to citizens available today. Through this project, Phoenix Media becomes the first Romanian digital outdoor company to offer authorities free direct access to its infrastructure, transforming outdoor advertising into an information and prevention tool.

Award for Innovation in Public Safety 

The public utility and innovative nature of the project were recognized at the national level, with Phoenix Media and the Ministry of Internal Affairs receiving the innovation award in the "Public Safety and Health" category at the Smart City Industry Awards Gala in March 2026.

This initiative demonstrates that when it involves community safety, technology, collaboration, and social responsibility can transform an advertising medium into an essential tool for protecting citizens. And this makes us proud and, we believe, an example for other firms in the outdoor industry, because when it comes to the safety of our children, families, and communities, we no longer talk about commercial competition. But about solidarity and humanity!
